All matters of employment and labour in British Columbia are the responsibility of the Ministry of Labour (MOL). The Ministry’s goal is to ensure fair, healthy, and safe labour and employment relationships in the interest of a strong, sustainable, and inclusive economy.

The MOL is accountable for the administration of employment and labour legislation, compliance, enforcement, complaints investigation, and settlement.

The Ministry of Labour BC ensures the effective administration and enforcement of the following 3 key pieces of legislation:

  • Employment Standards Act (ESA)

  • Labour Relations Code (LRC)

  • Workers’ Compensation Act (WCA)

The Ministry of Labour BC conducts health & safety inspections through WorkSafeBC and may visit your worksite to inspect your health & safety management system.

What are the agencies that support Ministry of Labour BC?

There are four agencies that administer relevant legislation on behalf of the Ministry. These are:

WorkSafeBC – the agency that administers and enforces the Occupational Health and Safety Regulation (OHSR)

Labour Relations Board – the independent, administrative tribunal established by the Labour Relations Code (LRC)

Employment Standards Tribunal – the administrative tribunal established by the Employment Standards Act (ESA)

Workers’ Compensation Appeal Tribunal – the final level of appeal in the workers’ compensation system of BC, independent of WorkSafeBC
